Spotloan in the District of Columbia: Not Available, and What to Do

DC has a 24% cap on consumer lending and stopped allowing payday loans in 2008. Here is what that means if you were hoping to use Spotloan.

Quick answer

No. As of October 2026, Spotloan does not lend in the District of Columbia; DC is not among the 39 states in Spotloan's FAQ, and Spotloan's How It Works page names the District of Columbia among the places it does not serve. DC's Department of Insurance, Securities and Banking says the District's maximum interest rate on consumer lending is 24% a year and that lenders must be licensed. Credit union PALs and licensed lenders are better places to start.

Key takeaways

  • Spotloan does not make loans to DC residents as of October 2026.
  • DISB says DC's maximum annual interest rate for consumer lending is 24%.
  • Payday lending stopped being an allowed activity under DC's Check Cashers Act in January 2008.
  • DISB warns that some online loans name a tribal or foreign court as the place to settle disputes.
  • Verify any lender through the NMLS link on DISB's site, or call DISB, before you apply.

Spotloan and DC: the quick take

Spotloan lends in 39 states as of October 2026. Washington, DC is not one of them. That means DC residents can't take out a Spotloan, even though the website loads and the ads may still reach you. Spotloan's application asks for your mailing address, SSN and a bank account in your name, and it may run identity verification, so the District shows up right away.

Please don't borrow a friend's Maryland or Virginia address to get around this. Using an address where you don't live is misrepresentation on a loan application, and both of those states are also on Spotloan's "not available" list anyway. DC's rules: a 24% ceiling and no payday loans

The District takes a firm line on high-cost credit. In a bulletin, the Department of Insurance, Securities and Banking (DISB) explained that payday lending "is no longer authorized" under DC's Check Cashers Act, with firms told to stop effective January 9, 2008. Any firm that tries to offer payday-style loans under the Money Lenders Act needs a DC money lender's license and is subject to the District's maximum allowable annual interest rate of 24 percent for all consumer lending.

The licensing rule covers more than storefronts. DISB says lending solicited or completed in DC by mail, phone, print, radio, TV, Internet or other electronic means requires a money lender's license from the agency.

For a sense of scale: a first Spotloan carries a 490% APR. Our estimate for a $500 first Spotloan repaid over 10 biweekly payments is about $1,144.14 in total. Under a 24% cap, interest on the same balance would be a small fraction of that.

What DISB warns about online and tribal loans

DISB has published a consumer guide on borrowing money online. It is blunt. The guide says DC law limits the interest these companies can charge and requires them to be licensed by DISB, and that some online loans have rates above DC's legal limit of up to 24% a year. It also flags several practices:

  • Some online lenders use intimidating collection tactics.
  • Some loans are set up to renew automatically every payday.
  • Online borrowing can raise identity theft and fraud risks.
  • Some companies name an Indian tribe's or a foreign country's court as the place where disputes must be heard.

That last point connects to how Spotloan works. Spotloan's license comes from the Turtle Mountain Band of Chippewa Indians' Lending Commission, and Spotloan says borrowers are subject to the Tribe's jurisdiction. Tribal lenders and state regulators have disagreed about which law applies in various cases. In DC's case, Spotloan simply doesn't lend, so you won't face that question with Spotloan. You might with other online lenders, so read every contract's "governing law" section.

Better ways to borrow in the District

With payday loans off the table and a 24% cap in place, these are the most practical routes for DC residents:

  1. Credit union PALs. Federal credit unions may offer Payday Alternative Loans: $200–$1,000 for 1–6 months (PAL I) or up to $2,000 for 1–12 months (PAL II), at no more than 28% APR, with an application fee of up to $20.
  2. Licensed DC lenders. A lender with a DC money lender's license has to follow the District's limits. Compare APR and total cost before signing.
  3. Payment arrangements. If the bill is from a utility, landlord or hospital, ask for a plan before it goes to collections.
  4. Community help. Local nonprofits, faith groups and nonprofit credit counselors can help with emergency bills or a budget.

Federal employees and contractors in the region sometimes face gaps in pay. If you are an active-duty servicemember or dependent, the Military Lending Act caps covered credit at a 36% Military APR, and your base's financial counselors can point you to relief societies.

Checking a lender before you apply

DISB's website has a "Verify Financial Service Providers" link that goes to NMLS Consumer Access, where you can search a company by name. Its online-borrowing guide also says residents can confirm a lender's status by calling DISB at 202-727-8000.

Before you hand over your bank details, run through this quick check:

  • Does the company appear on NMLS Consumer Access with a DC license, or is it a bank or credit union?
  • Is the APR at or below 24%?
  • Does the contract say DC law applies, or does it point to a tribal or foreign court?
  • Can you find a real customer service phone number and a clear payoff process?

If something doesn't add up, walk away. Our guide on how to judge whether a lender is legit uses Spotloan as an example and applies to others too.

Already owe an online lender as a DC resident?

DISB's online-borrowing guide warns that some online lenders use intimidating collection tactics and that some loans are set up to renew every payday. If you're already in a loan like that, you are not stuck.

  • Gather your paperwork. Save the loan agreement, the APR disclosure, your payment history and every collection message.
  • Call DISB. The guide says residents can call 202-727-8000 to check whether a lender is licensed. If it isn't, ask how to file a complaint.
  • Know your rights with collectors. The FTC's debt collection FAQs explain what collectors can and can't do.
  • Get advice before you sign anything new. A legal aid office or nonprofit credit counselor can review the loan with you.

Frequently asked questions

Is Spotloan available in Washington, DC?

No. As of October 2026, Spotloan's FAQ lists 39 states where it lends, and the District of Columbia is not included. DC residents cannot apply for a Spotloan. Spotloan's official FAQ is the best place to check for changes. In the meantime, DC residents can look at credit union loans or lenders licensed by DISB.

What is the maximum interest rate on loans in DC?

According to DC's Department of Insurance, Securities and Banking, the District's maximum allowable annual interest rate for consumer lending is 24 percent. Lenders that make consumer loans to DC residents, including online, generally need a DC money lender's license. That is far below Spotloan's 490% first-loan APR.

Are payday loans legal in DC?

DISB says payday lending is no longer authorized under DC's Check Cashers Act, effective January 9, 2008. A firm offering similar loans would need a money lender's license and would be subject to the 24% annual rate limit. Licensed firms could keep servicing old loans but not take new ones.

How can I check if an online lender is licensed in DC?

Use the Verify Financial Service Providers link on DISB's website, which goes to NMLS Consumer Access, and search the company's legal name. DISB's consumer guide also says you can call DISB at 202-727-8000 to confirm a lender's status. Do this before sharing your bank details.

Can I get a Spotloan using a Maryland or Virginia address?

Not if you live in DC. Using an address where you don't live is misrepresentation on a loan application. Also, Spotloan does not lend in Maryland or Virginia either, as of October 2026. Look instead at credit union loans and lenders licensed by DISB, which are open to District residents.

What should I try first if I need a small loan in DC?

Start with a payment plan from the company you owe, then ask a credit union about a Payday Alternative Loan, which is capped at 28% APR. A lender licensed in DC must keep rates within the District's 24% limit. Local nonprofits may also help.
